Abstract

Outer space has shifted from a domain of scientific exploration into an arena of strategic competition characterized by arms races and regional rivalries. Indonesia, as a developing country on the equator, faces a dual dilemma: dependency on foreign satellite technology for development, yet vulnerability to the impacts of space militarization such as anti-satellite (ASAT) weapons and space debris. This research analyzes Indonesia's space diplomacy strategy by integrating the concepts of Strategic Restraint, Space Autonomy, international military law, and Late Development theory. Through a qualitative approach and analysis of current case studies (including the dynamics of China, India, and Japan), this paper argues that Indonesia's diplomacy is not merely defensive, but rather an active effort to build a "Strategic Restraint" regime in Asia. Findings indicate that Indonesia leverages its status as a late developer to diversify technology partners (the West, China, and India) to secure access to the Geostationary Orbit (GSO) and counter space hegemony.
